The United States General Accounting Office (GAO), an agency
of Congress, has been asked by the Chairman and the Ranking Member
of the House International Relations Committee to examine U.S.
Public Diplomacy programs. This request was prompted by the
terrorist attacks of September 11th and the question of what
can be done to improve America's image, and understanding of
America's policies, around the world. As part of this work,
we are surveying Department of State Public Affairs Officers (PAO).
This survey focuses on elements that impact the effectiveness of
U.S. public diplomacy and possible solutions to challenges
that may be identified.
We believe that you can make an important contribution to this
study, and ask you to respond to this questionnaire so that we
may provide the most complete information to Congress. The
questionnaire should take about 30 minutes to complete. GAO is
using procedures for this survey to prevent the disclosure of
individually identifiable data.
This survey will ask you about your experiences as a PAO from
the beginning of fiscal year 2002 through the present.
If you have not been serving as a PAO for that entire period,
just answer for the part of the time period that you were a PAO.
Keep in mind the full range of products and programs you handle
as a PAO, including visitors programs, press releases,
cultural affairs and others. If there are questions that are
not relevant to your experience or that you don't feel qualified
to answer, please answer 'Not applicable' or 'No basis to judge'.
